In practice, this means a facility cannot simply implement a HACCP plan for its most obvious risks and skip everything else. Poor general hygiene, untrained staff, or unreliable suppliers can introduce hazards at points a formal hazard analysis did not specifically flag as critical, which is why the surrounding prerequisite programmes matter just as much as the plan itself.
Reviewing and Updating a HACCP Plan Over Time
A HACCP plan is not a one-time document. It needs to be reviewed whenever something changes in the process, a new ingredient, a new piece of equipment, a new product format, or a new supplier, since any of these can introduce a hazard that was not present when the plan was first written. Verification activities, the sixth principle above, exist specifically to catch cases where the plan on paper no longer matches what is actually happening on the floor.
For a facility making cookies, protein cookies, bars, and energy balls across different formulations, this means the hazard analysis is genuinely product-specific rather than a single generic document applied to everything. Adding a new filled cookie line, for example, introduces new critical control points around filling stability and post-bake handling that would not exist in the hazard analysis for a plain baked cookie, and the plan needs to reflect that difference explicitly rather than assuming the existing controls automatically cover it.
What to Ask a Private Label Manufacturer About Their Food Safety System
Rather than asking “do you have HACCP,” which most facilities will answer yes to regardless of how rigorously it is actually applied, it is more useful to ask specific questions. What are the critical control points for this specific product? What are the critical limits at each one, and how are they monitored during a normal shift? What happens when a monitoring check shows a control point out of limit, and is that documented?
A manufacturer with a genuinely functioning system will answer these specifically, referencing the actual product and process rather than a general statement about compliance. This is also a useful way to compare potential manufacturing partners beyond just price and lead time, since food safety rigor is not always visible from a product sample alone.
